China’s CCC Overhaul From 2027: Self-Declaration Ends for 16 Products

China is changing how 16 products on its Compulsory Certification (CCC) list are certified. Self-declaration of conformity ends, and third-party certification is required. From January 1, 2027, these products cannot be shipped out of the factory, sold or imported without a certificate and the CCC mark. The change comes from a notice the State Administration for Market Regulation (SAMR) made public on January 7, 2026, and implementation rules and certification-body designations have followed.

What changes

SAMR issued a notice (No. 57 of 2025, dated December 28, 2025) adjusting the certification mode for some products on the CCC catalogue to third-party certification and assessment. Until now these products were covered by the company declaring conformity itself and filing it in the self-declaration information reporting system for compulsory-certification products. In future they must obtain a certificate from a designated certification body.

According to a commentary from Fujian market-supervision authorities, the products concerned affect human health and safety. SAMR also said it will guide certification bodies and strengthen CCC supervision.

The 16 products

Seven are automotive items: safety glass, seat belts, exterior lighting and signalling devices, indirect-vision devices, seats and head restraints, driving recorders and body reflective markings. Three are power tools: electric drills, electric grinders and electric hammers. Four are welding equipment: DC arc welders, TIG arc welders, MIG/MAG arc welders and plasma cutters. Fuses and small motors complete the list.

Eleven implementation rules issued

The Certification and Accreditation Administration (CNCA) published “Implementation Rules for 11 Compulsory Product Certification Items Including Fuses” in Announcement No. 4 of 2026 (signed April 11, published April 16). They take effect on July 1, 2026, and each rule is issued on a trial basis. The 16 products are grouped into 11 rules.

The rule numbers are CNCA-C02-02 for fuses, CNCA-C04-01 for small motors, CNCA-C05-01 for power tools and CNCA-C06-01 for electric welders. For automotive parts they are CNCA-C11-04 for seat belts, C11-07 for exterior lighting and light-signalling devices, C11-08 for indirect-vision devices, C11-12 for seats and head restraints, C11-13 for body reflective markings and C11-14 for driving recorders, with safety glass under CNCA-C13-01. Details such as the certification mode and procedure are in each rule’s text, attached to the announcement.

Timeline

From July 1, 2026, designated certification bodies began accepting CCC applications for the 16 products, and from the same date the reporting system stopped accepting self-declarations for them. Companies must complete the switch to CCC certificates and proactively cancel their existing self-declarations by December 31, 2026. On January 1, 2027, self-declaration records are cancelled in bulk, and from that day only products holding a certificate and bearing the CCC mark may be shipped, sold, imported or used in other business activity.

Certification bodies and laboratories designated

In Announcement No. 23 of 2026 (signed September 24, published September 29), CNCA published its second-batch decision designating certification bodies and laboratories for fuses and other fields. The fields are fuses, small motors, power tools, welders, automotive seat belts, exterior lighting and signalling devices, indirect-vision devices, seats and head restraints, body reflective markings and automotive safety glass. Five certification bodies and three laboratories are named.

For example, certification for fuses, small motors, power tools and welders is handled by Wekai Certification and Testing Co., Ltd. (威凯认证检测有限公司), and body reflective markings by the Third Research Institute of the Ministry of Public Security. However, the designated-body column for indirect-vision devices is blank, and driving recorders do not appear in this announcement’s list of fields. The announcement also does not state when the designation takes effect. Check the announcement itself for the full list and the body responsible for each field.

Products already self-declared

For products with a valid self-declaration, certification bodies will actively recognise the earlier assessment results, provided certification quality and risk control are maintained, and issue CCC certificates. Products already shipped within the self-declaration validity period and no longer in production can continue to be sold without conversion.

A QR code is being added to the CCC mark

A separate pilot reform adds a traceability QR code to the CCC mark. According to the Beijing Municipal Market Supervision Administration, in pilot product areas such as power banks, e-bikes and their safety accessories, and gas burners and their safety accessories, products newly certified from March 1, 2026 must carry the QR code. From March 1, 2027, all certified products in the pilot scope must carry it. Products already marked and sold earlier do not need to change their marking. No confirmed material shows whether the 16 products above fall within this pilot.

Business Checkpoints

Korean-owned companies that make, import or distribute any of the 16 products in China should first confirm whether their products are covered and which implementation rule applies. For products with an existing self-declaration, it is worth asking a designated certification body how earlier assessment results can be recognised.

With the conversion deadline set for December 31 this year, booking certification body and testing slots early is the safer course. Inventory and delivery plans should also be checked against the rule that, from January 1, 2027, a certificate and the CCC mark are required. Because the implementation rules were issued on a trial basis, it is also worth watching CNCA announcements for later revisions.
